Oleksandr Muliak, PhD

Consultant at Independent

Speaker

Dr Oleksandr Muliak is an independent consultant specialising in defence communications and rapid product development. He works closely with a leading global satellite communications company to bridge the gap between legacy industry processes and the fast-evolving realities of modern conflict — helping the organisation engage directly with the Ukrainian Ministry of Defence and translate front-line operational experience into actionable product decisions.

His consultancy work has led to the establishment of a Rapid Product Development Programme, enabling the company to move from traditional development cycles to an agile, battlefield-informed approach. By embedding direct operational feedback into the product development process, he has helped halve fielding timelines and significantly improve communication resilience in active conflict environments.

With a background spanning satellite communications, Industrial IoT, and digital transformation, Oleksandr brings a rare combination of deep technical expertise and hands-on experience of defence procurement realities. He holds a PhD in Reliability Engineering from Lviv Polytechnic University, where he also served as an Associate Professor. He is a co-founder of Skill Sailing Company and an active community volunteer, most recently leading the restoration and international delivery of a historic Ukrainian Cossack boat to London.
