Profile

Jean-Louis Le Roux is a renowned expert in telecommunication networks with extensive global experience. He heads Orange International Networks Infrastructures & Services (OINIS), the international technical direction of the Orange Group. OINIS designs, deploys, operates, and protects all Orange international networks (transmission, routing, services), with over 800 points of presence in 100 countries managed by 1,500 experts in submarine cables, satellites, terrestrial transmission, IP Networks, Telco Cloud, CDN, Voice, and Mobile services. OINIS supports Orange Business and Orange Wholesale markets, where Jean-Louis is also CTIO.


With over 25 years at Orange, he has held technical leadership roles in innovation and international organizations. Starting in 2000 as a network architect, he contributed to designing many Orange networks, developing traffic engineering expertise. He holds Internet standards and patents in network engineering. He also held R&D roles, developing domestic services and conversational platforms. In 2016, he joined OINIS as head of the French Enterprise Network and later international deployment. He pioneered network automation, softwarization, disaggregation, and convergence, and enjoys experimenting with new ways of working and managing teams
