Volodymyr Lutchenko, COO at Kyivstar, Ukraine’s largest digital communications operator. He oversees the operations of Kyivstar, ensuring effective execution of the company’s strategy, network continuity and reliability, high-quality customer service, operational efficiency, and business resilience.

Prior to becoming COO, Volodymyr served as CTO at Kyivstar for more than five years, leading the development of the company’s technology strategy and infrastructure and strengthening its resilience amid Russia’s full-scale invasion of Ukraine.

Under his leadership, Kyivstar transformed its network architecture, strengthened energy resilience and cybersecurity, and maintained service continuity for approximately 22 million subscribers throughout the full-scale war. Key achievements include expanding 4G coverage, completing the 3G sunset, launching 5G pilot zones, modernizing critical infrastructure, restoring connectivity in liberated territories, and establishing a strategic partnership with Starlink. Through this partnership, Kyivstar became one of the first operators in Europe to introduce Direct to Cell satellite connectivity.
