Volodymyr Lutchenko, CTO at Kyivstar, Ukraine’s largest digital communications operator. He is responsible for developing the company’s technology strategy and infrastructure, as well as strengthening its resilience amid Russia’s full-scale invasion of Ukraine.

Under his leadership, Kyivstar has comprehensively transformed its network architecture, energy resilience and cybersecurity capabilities, ensuring service continuity for more than 22 million subscribers under wartime conditions. The company has restored connectivity in liberated territories, implemented multi-layered backup power solutions for base stations and significantly strengthened its cybersecurity capabilities.

Key achievements include maintaining leadership in mobile network coverage and data speeds, expanding 4G coverage, completing the 3G sunset, launching 5G pilot zones, undertaking large-scale infrastructure modernization, and establishing a strategic partnership with Starlink. Through this partnership, Kyivstar became one of the first operators in Europe to introduce Direct to Cell satellite connectivity.
