DENNY SETIAWAN, born in Ciamis, West Java (1971), holds the position of Director of Strategy and Policy of Digital Infrastructure, Directorate General of Digital Infrastructure, Ministry of Communications and Digital Affairs (Komdigi), Republic of Indonesia.Dr. Denny Setiawan graduated from Bandung Institute of Technology (ITB, 1994), majoring in Electronic Telecommunication Engineering, MSc of Telecommunication Engineering from University of Indonesia in 1999, and Doctor of Engineering from University of Indonesia in February 2013.Since joining the Directorate General of Pos & Telecommunication in 1995, Dr. Setiawan has contributed to the development of spectrum policy, planning, and regulation. He actively participated in numerous international conferences on radio communications, where he coordinated satellite orbits and frequencies both bilaterally and internationally through the ITU, as well as engaged in various regional and global telecommunication initiatives.Dr. Setiawan helped develop and implement several master plans and frequency allocation maps in Indonesia, including the Analog Switch-Off TV, FM Broadcasting spectrum reallocation, and the Mobile Broadband Spectrum Roadmap. Since 2006, he has led teams to plan and carry out successful spectrum auctions and refarming.Since February 2025, Dr. Setiawan has been appointed to become the Director in the Directorate of Strategy and Policy of Digital Infrastructure. He oversees strategic policy and planning for Digital Infrastructure at the Ministry of Communications and Digital Affairs (MCDA) / Komdigi, including submarine cables, inland fiber optics, data centers, smart cities, telecom policy and regulation, tariffs and competition, interconnection, regulatory charges, incentives, and spectrum auctions.
