Profile

Vincent ROGER-MACHART is a seasoned telecommunications engineer with over 30 years of experience advising governments, regulatory authorities, operators, and investors worldwide. He has played a central role in the design of FTTH networks and the development of guidelines for fibre deployment and infrastructure sharing in several countries. He has also been actively involved in the formulation and assessment of regulations supporting FTTH expansion.

Vincent is an active member of the Cercle CREDO operational committee, where he contributes to the sharing of expertise on technical standards and resilience strategies for fibre infrastructures. His expertise spans fixed (FTTx, xDSL, FWA) and mobile (2G–5G, PMR) access networks, satellite systems, and optical backbones. He is also deeply familiar with public-private partnership models for digital infrastructure development.

Drawing on extensive international field experience, Vincent advises on digital strategies, regulatory frameworks, techno-economic appraisals, and operational project management. He has conducted numerous technical audits and feasibility studies, giving him a granular understanding of networks and their operating conditions. He also regularly provides training for operators, regulators, and integrators worldwide.
