Emmanuel Rochas (Ecole Polytechnique, Telecom ParisTech) is the CEO of TOTEM since June 2025. Before that, Emmanuel was CEO of Orange Wholesale International, where he was responsible for a full line of international wholesale services, including connectivity, IP transit and roaming services. His leadership earned him recognition as one of the 100 most influential people in the wholesale telecommunications industry by Capacity Media for three consecutive years. From October 2024 to June 2025, he also served as Chairman of the Global Leadership Forum, a key platform for ICT service providers worldwide. Emmanuel's extensive experience within the Orange Group and the French government includes overseeing strategy, network deployment and operations in various regions of France.
